[confirme]Shivan Meteor suspended-then cast can be cancelled

Shivan Meteor when suspended and then is time to cast it you can cancel the casting.
Which card did behave improperly ?
Shivan Meteor
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)

What exactly should be the correct behavior/interaction ?
Shivan Meteor when suspended and last counter is removed you can't cancel it is not optional.
6/7/2013 As the second triggered ability resolves, you must cast the card if able. Timing restrictions based on the card’s type are ignored.
6/7/2013 If you can’t cast the card, perhaps because there are no legal targets available, it remains exiled with no time counters on it, and it’s no longer suspended.
Are any other cards possibly affected by this bug ?
