[confirmed]Rohgahh of Kher Keep w/opponent's kobolds

If you don't pay Rohgahh of Kher Keep's upkeep, any Kobolds of Kher Keep controlled by your opponent don't become tapped, and if it only has temporary control of them, it doesn't gain permanent control. (Your kobolds and Rohgahh itself are properly tapped and controlled.)
Also, the text on Rohgahh's effect card is completely wrong, but I've fixed that.
Which card did behave improperly ?
Rohgahh of Kher Keep.
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
Dev 82ae577 (post-EMN).
What exactly should be the correct behavior/interaction ?
