[con]Hunter Sliver's owner decide if opponent sliver provoke

Describe the Bug:
1- Hunter Sliver grants provoke to opponent slivers only if Hunter Sliver 's owner decides to accept the optional ability.
2- AI also when triggering provoke makes bad choices as to whether it will use provoke and if yes which sliver creatures should provoke and which blockers.
Which card did behave improperly?

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
1- Hunter Sliver (Whenever a Sliver attacks, its controller may have target creature defending player controls untap and block it if able.)
2- AI has clue and doesn't trigger provoke to each sliver that attacks with.(Generally provoke with strong slivers opponent's smaller creatures and if you want to let unblocked your stronger creatures for bigger damage to opponent provoke then with decoy attackers.)
- Also can AI be made to take into consideration provoke while AI thinks to attack or not and not only after AI has attacked?

Note: Now Hunter Sliver creates no activatable legacy for either player and trigger's by itself.

Are any other cards possibly affected by this bug?

Also non attacking sliver will be trigger-able during fast effect.
