[fixed]Banishment Decree can't target enchantment/can land

Describe the Bug:
1- Banishment Decree can't target enchantments.
2- Banishment Decree can target lands.
3- Banishment Decree prompts wrongly "Select target permanent." as it can't target all permanent cards.

Which card did behave improperly?
Banishment Decree

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)
Manalink 2016/08/27: Eldritch Moon v2, duel

What exactly should be the correct behavior/interaction?
1- Banishment Decree can target only artifact, creature & enchantments.
2- Banishment Decree can't target lands.
3- Banishment Decree prompts "Select target artifact, creature, or enchantment." or more informative "Select target artifact, creature, or enchantment to put on top of its owner's library".

Are any other cards possibly affected by this bug?
