[confirmed]Geistblast graveyard activation just exiles it

Describe the bug:
Geistblast can activated from your graveyard even if it has no legal target; and whether it has a target or not, all activating it does is charge you the
and exile Geistblast.
Also, the option to activate it in the Rules Engine is mislabelled "Flashback Geistblast".
Which card behaved improperly?
Geistblast. Or maybe Rules Engine.

What exactly should be the correct behavior/interaction?
You can only activate it if it has a legal target, and it copies that target at resolution.
The Rules Engine label is wrong on several different levels - not only does the card not have flashback, but it activates from the graveyard rather than being cast from it.
Are any other cards possibly affected by this bug?
Nothing for the primary. Startled Awake // Persistent Nightmare is similarly mislabeled in the Rules Engine, and is an activated ability on a card without flashback too. Both Geistblast and Startled Awake are correctly counterable with Bind, not Counterspell.
