[confirmed]Runic Repetition targets

Runic Repetition incorrectly can't pull Flaring Pain, Marshaling Cry, or Wild Hunger from exile. It incorrectly can pull Geistblast, Summon the School, and Startled Awake // Persistent Nightmare.
Which card behaved improperly?
Runic Repetition. Or perhaps those six cards.
Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
It can pull any cards if and only if they have flashback, not instants or sorceries that have cc[2]==9 (which can mean many different things, and doesn't include all flashback cards).
Are any other cards possibly affected by this bug?
Tombfire, Quiet Speculation, and Altar of the Lost also look for cards with flashback, though only Quiet Speculation is in Manalink.
