[confirmed]Vial Smasher's ability triggers for +1 spell

Vial Smasher the Fierce won't trigger on any spell cast and won't deal damage. I can't find anything that triggers his ability
Which card did behave improperly?
Vial Smasher the Fierce
Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
Vial Smasher triggers on the first spell its controller casts and deals damage equal to that spells cmc to opponent
Are any other cards possibly affected by this bug?
