Describe the Bug:
The commander tax is not tracked for each partner when the mechanic is used. It is instead tracked globally, costing an additional [2] for each time either commander has been cast.

What exactly should be the correct behavior/interaction?
The commander tax applies to each commander separately. If you cast one, you won’t have to pay an additional 2 the first time you cast the other.
