Collectible Card Game Headquarters

Describe the bug:

1. Circu, Dimir Lobotomist only affects one card from its target library if you cast a spell that's both blue and black.
2. The top card of the targeted library isn't exiled, though an effect card with its name is created attached to Circu.

What exactly should be the correct behavior/interaction?

1. Ruling: If you cast a blue and black spell, both of Circu's triggered abilities trigger. You can target two different libraries or target the same library twice.
2. The top card of the targeted library is removed from it and shows up in its owner's exile zone.

Are any other cards possibly affected by this bug?
I haven't looked. (I was testing whether it was affected by Ivory Mask and similar, since it targets players instead of libraries like it's supposed to; it correctly was not.)
