Describe the Bug:
Chandra, Torch of Defiance:

• Starting loyalty is 3
• First ability will not charge mana if the spell is cast
• First ability will not deal 2 damage if the spell is not cast

What exactly should be the correct behavior/interaction?

• Starting loyalty is 4
• First ability charges mana to cast the spell
• First ability deals 2 damage to opponent if the spell is not cast

Are any other cards possibly affected by this bug?

Also it doesn't deal 2 damage to opponents if the top card that is exiled is a land.(correctly you can't cast the land and it gets exiled).
Ruling:
9/20/2016 An effect that instructs you to “cast” a card doesn’t allow you to play lands. If the card exiled with Chandra’s first ability is a land card, you can’t play it and Chandra deals 2 damage to each opponent.

Fixed loyalty and no 2 damage if top card of your library is land or no 2 damage if decline to cast exiled top card of your library & made it have the planeswlker counter system in 5C3B5628. - Not pushed.
However I used a function that will allow you to cast the card and pay cmc but do it until end of turn which is wrong. ( If I am not wrong it needs a new function to work correctly which I can't do unfortunately ).
As a result of the above bug if you don't pay the cost until end of turn and not cast the card no damage will be done to opponent.
