[confirmed]Millstone: no selection of order

Describe the bug:
Millstone always puts the card that was on top of your library below the card that was second-from the top in your graveyard instead of letting you choose the order.

Millstone.

It doesn't even matter; it's worked like this since the original MicroProse release.
What exactly should be the correct behavior/interaction?
Ruling: 10/4/2004: Since you are putting more than one card in the graveyard at one time, the affected player can choose the order the 2 cards go in.
Whether we should honor that is debatable. Getting nagged to choose the order every time the AI mills you would be annoying, and there haven't been any cards that care about the order of the graveyard since Stronghold, six and a half years before that ruling. Anyone know where to look for contemporary rulings?
Are any other cards possibly affected by this bug?
Everything that mills more than one card. There's, obviously, lots.
