Heartwood Storyteller doesn't trigger for opponents if it's controller casts a non-creature spell.
Which card did behave improperly?

What exactly should be the correct behavior/interaction?
Heartwood Storyteller = Whenever a player casts a noncreature spell, each of that player's opponents may draw a card.
Are any other cards possibly affected by this bug?
