[confirmed]Divine Intervention triggers when anyone removes

Describe the bug:
Divine Intervention's last ability triggers whenever its last counter is removed, not just when you remove it.

What exactly should be the correct behavior/interaction?
Ruling: 10/1/2009: Divine Intervention's third ability triggers only if its controller removes the last intervention counter from it. It doesn't matter how that happens. For example, if you control Divine Intervention and the last intervention counter is removed as a result of a Clockspinning you control, the ability will trigger. On the other hand, if the last intervention counter is removed as a result of a Clockspinning another player controls, the ability won't trigger (and won't ever be able to).
(Vampire Hexmage is more convenient to test with than Clockspinning.)
Are any other cards possibly affected by this bug?
I think this is the only card that cares about who removes a counter from a permanent. Four cards (Defiant Greatmaw, Hapatra, Vizier of Poisons, Nest of Scarabs, and Obelisk Spider) care about who puts a counter on a permanent, though, which poses similar problems.
