Deepfathom Skulker doesn't trigger/draw a card when a creature you control deals combat damage to a player.

What exactly should be the correct behavior/interaction?
Deepfathom Skulker: triggers and gives you the option if you want to draw a card when a creature you control deals combat damage to a player.

Are any other cards possibly affected by this bug?
