[fixed]Extruder no counter & no activation tapped,or s.sick

Describe the Bug:
1- Extruder can't be activated if it has summoning sickness or if it is tapped.
2- Extruder doesn't prompt for target creature to put the +1/+1 counter on when you sacrifice an artifact with it nor it gives the counter otherwise.
Which card did behave improperly?
Extruder

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
1- Extruder no {T}

in it's activation cost.
2- Extruder when you sacrifice an artifact with it you are prompt to give a +1/+1 counter on target creature.
Are any other cards possibly affected by this bug?
