Soothsaying AI activate & cancel 2nd ability all the time

Describe the Bug:
1- Soothsaying 's 2nd ability doesn't prompt for x and then resolves doing nothing.fix
2- Also AI tries to activate/cancel rearrange ability all the time causing me headaches.
Which card did behave improperly?
Soothsaying
Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
1- Soothsaying X: Look at the top X cards of your library, then put them back in any order.
2- AI doesn't activate/cancel rearrange ability all the time making game unplayable.
Are any other cards possibly affected by this bug?

Fixed 1st bug in commit b328ae9c. I don't know how to fix the 2nd irritating bug about AI.
