Mercadian Lift AI choose only creature on play/no counters

Mercadian Lift AI choose only creature on play/no counters

Describe the Bug:
1- Mercadian Lift 1st ability when activated prompts/needs {4} although highlights as activate-able with {1}.
2- Mercadian Lift 2nd ability also when activated prompts/needs {4} although highlights as activate-able with {0}.
3- Mercadian Lift 's 2nd with X counters will always show 0 on submenu to select a creature from hand to put on battlefield.
4- Also 2nd will not remove the counters from Mercadian Lift and will not put the creature on battlefield.
5- AI goes in activate/not activate loops.

What exactly should be the correct behavior/interaction?
1- Mercadian Lift 1st ability cost is {1},{T}.
2- Mercadian Lift 2nd ability cost is {T} Remove X winch counters from Mercadian Lift:
3- Mercadian Lift 's 2nd with X counters removed will always show X on submenu to select a creature from hand to put on battlefield.
4- Remove X winch counters from Mercadian Lift: You may put a creature card with converted mana cost X from your hand onto the battlefield.
5- AI doesn't go in activate/not activate loops.
Are any other cards possibly affected by this bug?

Fixed all in commit 9d3b417d except AI. AI seems not to go on loop now but will always choose to put a creature on play without having counters on Mercadian Lift.
