Mercadian Lift AI choose only creature on play/no counters

Describe the Bug:
1- Mercadian Lift 1st ability when activated prompts/needs although highlights as activate-able with .
2- Mercadian Lift 2nd ability also when activated prompts/needs although highlights as activate-able with .
3- Mercadian Lift 's 2nd with X counters will always show 0 on submenu to select a creature from hand to put on battlefield.
4- Also 2nd will not remove the counters from Mercadian Lift and will not put the creature on battlefield.
5- AI goes in activate/not activate loops.fix

What exactly should be the correct behavior/interaction?
1- Mercadian Lift 1st ability cost is ,{T}.
2- Mercadian Lift 2nd ability cost is Remove X winch counters from Mercadian Lift:
3- Mercadian Lift 's 2nd with X counters removed will always show X on submenu to select a creature from hand to put on battlefield.
4- Remove X winch counters from Mercadian Lift: You may put a creature card with converted mana cost X from your hand onto the battlefield.
5- AI doesn't go in activate/not activate loops.
Are any other cards possibly affected by this bug?
