Decree of Justice-Bituminous Blast cast for free prompts

Describe the Bug:
When Bituminous Blast's cascade casts Decree of Justice, the latter prompts to pay XX and creates XX many tokens.
Which card did behave improperly?
Decree of Justice probably as Bituminous Blast works fine with other XX and XXX cards.
Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)
Manalink dev 778ccb5 version - duel
What exactly should be the correct behavior/interaction?
When Decree of Justice is cast for free by a spell it doesn't prompt for XX nor it creates tokens when it resolves as you can't pay XX it is always 0.
Are any other cards possibly affected by this bug?
