Counterlash doesn't force additional costs to be paid

Counterlash doesn't force additional costs to be paid. AI cast a Stormscape Familiar I Counterlash-ed it and chose Headless Skaab. It entered the battlefield without forcing me to exile a card from my graveyard. Same happened with Flamekin Bladewhirl in place of Headless Skaab.

What exactly should be the correct behavior/interaction?
1/22/2011 If you cast a card “without paying its mana cost,” you can’t pay any alternative costs. You can pay additional costs, such as kicker costs. If the card has mandatory additional costs, you must pay those.
Are any other cards possibly affected by this bug?
