[fix]Silumgar Spell-Eater no interrupt effects-can't counter

Describe the Bug:
Silumgar Spell-Eater doesn't trigger interrupt effects and can't counter spells.

Which card did behave improperly?
Silumgar Spell-Eater

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)
Manalink dev 778ccb5 version - duel

What exactly should be the correct behavior/interaction?
Silumgar Spell-Eater triggers interrupt effects so it can counter spells.

Are any other cards possibly affected by this bug?
Stratus Dancer has the exact same problem.

Fixed both in commit 93e138b3.
