Surging Flame-ripple mechanic 1st not countered

When Surging Flame is cast and it finds on top of library one more to cast you can't counter the first one.
Which card did behave improperly?
Probably ripple mechanic not Surging Flame.
Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
Surging Flame and other cards with ripple mechanic can be countered if they cast for free another both 1st and 2nd spell.
Are any other cards possibly affected by this bug?
All cards with ripple.
