[fix]Goblin Legionnaire damage only activated at prevention

Describe the Bug:
Goblin Legionnaire deal damage ability can only be activated at manalinks damage prevention step.

Which card did behave improperly?
Goblin Legionnaire

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)
Manalink dev 778ccb5 version - duel

What exactly should be the correct behavior/interaction?
Goblin Legionnaire 1st ability can be activated at all times: It deals 2 damage to any target.

Are any other cards possibly affected by this bug?

Fixed in commit a2285fb2.
