[confirmed]Lim-Dûl the Necromancer, no reanimation option

Lim-Dûl the Necromancer's reanimation ability doesn't become available when an opponent's creature dies.
The card title briefly highlights (orange) as if it recognizes the death event but nothing further happens.

What exactly should be the correct behavior/interaction?
Lim-Dûl the Necromancer's reanimation option should become available when an opponent's creature dies. If (1),B is paid the card should return to the battlefield under your control. If the card is a creature it's a zombie in addition to it's other creature types.
Are any other cards possibly affected by this bug?
