[confirm]Surgespanner when tapped as a cost

Describe the Bug:

Surgespanner has an optional ability that may be paid for and activated whenever it becomes tapped. This ability is working properly.

However when Surgespanner becomes tapped as part of the cost for some other card, tapping Surgespanner will not count towards that cost unless Surgespanner's own ability cost is paid.

An example would be tapping Surgespanner towards the "tap an untapped Wizard you control" costs of a Supreme Inquisitor or Patron Wizard.

If you choose not to pay for and activate Surgespanner's optional 'when it becomes tapped' ability, it isn't counting towards the cost of activating a Supreme Inquisitor, Patron Wizard, Nullmage Shepherd, etc.

What exactly should be the correct behavior/interaction?

Choosing to use Surgespanner's optional 'when tapped' ability shouldn't affect whether its tapping counts toward payment of an external cost.


Are any other cards possibly affected by this bug?

I made some improvements in commit 477694c. Tried few things I thought might cause this issue but failed so far.
