[still bug]War's Toll doesn't trigger when opponent pay cost

Describe the Bug:
War's Toll doesn't trigger when opponent pays mana for a cards cost/activation cost. It triggers only when you tap in advance a land. Also when it triggers it seems to trigger all cards in play not only lands.

Which card did behave improperly?

What exactly should be the correct behavior/interaction?
Whenever an opponent taps a land for mana, tap all lands that player controls.

5/1/2006 Your opponent can tap lands for mana in response to the triggered ability. The effect won’t prevent your opponent from casting spells or activating abilities, but it will make it difficult for that player to cast other spells or activate abilities later in the turn because players’ mana pools empty at the end of each step.

Are any other cards possibly affected by this bug?

Previous bug is fixed but now opponent can cast only cards with mana cost of 1. When you pay mana both manually or auto and tap first land War's Toll triggers ( correctly) but doesn't let you tap the lands to get the mana in response ( wrongly ). Only after you are given the opportunity to tap as many lands you want and get mana the ability resolves and taps all lands. As the first sentence of the cards official rules I have quoted in my first post above says.

It seems to work fine with lands that have only mana abilities but while War's Toll has triggered and you tap lands for mana if you make the mistake to tap a land which also has a non mana ability then it proceeds and resolves the trigger tapping all other lands. It must not proceed and resolve trigger if you tap a land which also has a non mana ability for mana just not let you activate during the trigger non-mana abilities of lands.
e.g You have in play 1 Island an Academy Ruins and a Blinkmoth Nexus.
You want to cast Thirst of knowledge, tap Island then whichever of the other two lands you select to tap next the trigger will resolve and you wont be able to tap the other land for mana.
