Additional attack effects vs skip attack effects

Describe the Bug:
Effects that give additional combat phase like Relentless Assault don't have an effect when cast before effects like Moment of Silence. If they are cast after effects like Moment of Silence then they do work and give additional combat damage after the normal attack that gets skipped.

What exactly should be the correct behavior/interaction?
No matter the sequence the effects are played they work the same.

Are any other cards possibly affected by this bug?
