Describe the Bug:
Instill Energy has been broken and doesn't grand pseudo-haste. The creature can't attack the turn it entered the battlefield.

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
Instill Energy grands pseudo-haste.

Are any other cards possibly affected by this bug?

No doubt because of STATE_SUMMON_SICK_BACKUP; I think we have everything we need to split summoning sickness into "can't attack" (Instill Energy) and "can't tap to play abilities" (Thousand-Year Elixir), but I'll have to check. But that would be so nice to finally get rid of the hacks in this card and keep it from coming up every few years, or so it would seem.

There's still a lot of uses of the bit in the executable - I took a look the last time someone brought this up, and stopped searching after the first dozen or so clear uses (and didn't even begin to look for where it's not obvious - mixed with other constants, or in data not known to be a card_instance_t, etc). They conflate at least three different meanings, too - besides whether a creature can attack or tap to activate, it's used to keep track of whether a creature's been under a player's control since the start of a turn, in the sense that Nettling Imp and Siren's Call refer to directly. Plus some not-entirely-intuitive uses in the AI and display.
