Dark Salvation doesn't create tokens nor -1/-1 counters

I've noticed that Dark Salvation doesn't actually create any Zombie token, nor it applies -1/-1 counters to target creature. It basically doesn't do anything.
There's an old report from 2020 but it seems the issue I'm experiencing is slightly different than the one reported back then (see https://www.slightlymagic.net/forum/viewtopic.php?f=110&t=22117)
