Yes, though if used in other programs those programs should be open source and be freely available.

From the 2014 builder readme:
Q. Can I use parts of your code in my own programs?
A. Yes, give credit where credit is due and the program needs to be open-source and freely available.
This is to make sure that if we develop good tools that they don't get lost to time, developer's disinterest, or are removed from the community for commercial products.

is it possible to make a directory read from XML instead of WADS?

I have tons of xml+images, but hardly no wads....

Yes, the directory simply needs to be in the game directory, properly named (starting with either DATA_DLC_ or DECK_) and have an appropriate header. Basically a directory set up like a wad. You can automatically create such a directory by using "Tools"->"Setup Custom Data Folder" which will create DATA_DLC_DECK_BUILDER_CUSTOM for you. Or you can make your own manually. The builder will read from any wad and/or directory that is properly named, set up, and in the right directory.

Make sure you have & keep you .XML file so you can edit your deck!

I messed up on that one! lol
