This is what did happen:
IA plays Atraxa, I play Venser's Shaper Servant to bounce Atraxa from stack. Atraxa enter battlefield anyway ang get some kind of protection from me, after that I can target her but the spell do nothing (IA equip Lightning Greaves without problem). I try to bounce her, destroy her, stole it with shackles, nothing works but wraths.

I am not sure, but I think this happend after I use Unsubstantiate or staff like that in other games too, It's like bouncing any creature from the stack produce this behavoir.

Used Skulduggery to target my creature and CPU's Kopala, but did not have to pay 2 more colorless mana.

Ended up seeing the River Heralds' Boon issue again, r35960

Screenshot here, can see in the log CPU put the counter on my merfolk.

Quite possibly so, considering that the card is marked RemAIDeck :) Where did you see it in the AI's hands? If it was in some quest deck or whatever, let me know - it's probably best to replace it with something else until the AI is ready to properly handle cards like that without cheating.

One With the Wind's legal targets are any creature, not a creature you control (I took control of opponent's enchanted creature and saw the aura fall off)

What are the specifications for running the forge, since since the update 1.6.4 my load until the screen of the setup setup and then crash

I have galaxy j1 ace with 1.3 GHz Dual Core and 512 mb of ram and android 4.4

please help with this question

Please note that there's a separate thread for Forge for Android that you can use to report issues specific to that version (the same thread you first downloaded Forge for Android from).

Your crash is most likely unrelated to your phone specs, the system requirements have not really changed for v1.6.4 compared to the previous version, at least not in any significant way. I do admit that 512 MB RAM seems a little low for Forge in general (not only v1.6.4), some people have reported issues like out of memory crashes even with 1 GB. Anyhow, please provide the contents of Forge.log for examination (check the Forge for Android thread, the first post, for instructions on how to find this file ;)).
