[fix]Kazandu Tuskcaller level up ability can't be activated

Describe the Bug:
Kazandu Tuskcaller level up ability can't be activated despite being highlighted. If it gets somehow level counters the ability to make token works.
Which card did behave improperly?
Kazandu Tuskcaller

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)
Manalink dev 778ccb5 version - duel

What exactly should be the correct behavior/interaction?

Echo Mage level up ability can't be activate either in dev ~~so it seems to be a level up bug and not a cards bug.~~

Not a general level up bug as Halimar Wavewatch levels up just fine.

Fixed all in commit 16b4dd8.
