Links are allowed to be posted by a user once they reach 4 or 5 posts. This is to prevent bots from creating new accounts and posting lots of spam on the forums. Also from what I understand posts that get deleted (probably because they violate the rules) do not count toward the total.

Additionally, if you really want to post a link before that you can always split the link up by inserting spaces (it will require some work by viewers to use that link, but if they want what is there they will do that work).

Depending on the cards and their abilities/required engine support, yes, it should be possible to add most if not all the cards from DotP 2015 to DotP 2014. Though many have probably already been added via the Community Wad.

i have a bunch of wads, not sure if my community wad is updated, its from like 2016/2017
i havent really downloaded it much, just redownloaded from my G drive.

i tried my hand at 2015/magic duels, but it just sucked without the mods from 2014

Definitely isn't up to date, then. The latest CW should have all of the cards from any other wad you have plus those from 2015 and duels (but not necessarily all of them from Arena).

Actually, the link posted by egornovivan (above) still works (as of April 27th 2020). Though I still don't recommend using the mod as it has multiple problems. It would be better just to pull the deck/card list and rebuild the decks using the Community Wad.
