[fixed]Sigarda, Heron's Grace creates human soldiers

Describe the Bug:
When Sigarda is in play she starts to create human soldier tokens on her own. Usually it happens in response to other cards being played, but I've had it happen upon resolution of herself.

What exactly should be the correct behavior/interaction?
Should only create the token when ability has been activated.

I've attached a save game. You may need to play her, then play another spell to see the bug in action. It triggered for me after I played the Exploration.

It creates the soldier whenever the card's checked to see if it can be activated. Still extant in dev.
