Bug: Hunter Sliver does not force creature to block

The Provoke ability of Hunter Sliver does not force creatures to block at Forge 1.5.62-r-1., but it worked normally on previous versions

Uhh.. we're on 1.6.24.. There's no way to support however long ago 1.5 was
