[fixed]Most top of deck tutors don't tutor

Describe the Bug:
Most top-of-deck tutors do not tutor to top of deck. I'm not sure if they're tutored then shuffled, tutored to somewhere else in the library, or not tutored at all. They don't seem to be exiled or anything like that.

Cards tutor to top of library

Are any other cards possibly affected by this bug?
The RIX Forerunner cycle is not included in this version of Manalink, but could also be affected.

I broke this in commit ca92376e while I was trying to fix Psychogenic Probe and tutors.

Fixed this in commit d26065fe.

There is one more bug concerning tutors that a lot of them don't shuffle library, I am fixing this so people don't waste any time on reporting this.

This last bug - no shuffle has been fixed in commit fbf5e31.
