unpacking/new windos

sorry if this has allready been ancered, I think I saw something like it in another post a while back but can't find it again.
I've got a new computer with I think the latest windows, now when I download forge theres nothing I recognise, no run progran, no card folder etc.
I've tryed using different zip programs and going back a few releces of forge with the same result.
any sugestions?

Forge is released as a tar.bz compressed archive instead of zip (due to better compression), so your zip program has to be able to handle them. As far as I know you can use the freeware version of WinRAR, or IZArc or 7zip to decompress them on windows.

I'm not sure if the .exe is still included, but if it is not, and java is properly installed on your machine, doubke-clicking the .jar file should be enough. if that doesn't work, make sure you have java and try "open with" and find java

thanks worked with WinRAR, I had tryed quite a few so not just uniformed but unlucky as well.
