Even though there is already an UR Instant/Sorcery deck (can't remember the name) which is based on Kiln Fiend and Wee Dragonauts, i think there is still plenty of room for another UR Instant/Sorcery deck. I will take a closer look at your list tomorrow, but at first glance it looks like some of the cards won't work well together.

I see some problems with your list:
- There are 19 cards that profit from/help Instant/Sorceries but only 18 Instant/Sorceries.
- Nucklavee only works with 9 of these 18 cards (Red Sun's Zenith does not count).
- The X spells (Bonfire of the Damned, Braingeyser and Red Sun's Zenith) don't work well with Cast Through Time and Galvanoth (and due to a bug also with Arcane Melee).

In the end, the powerful interactions of the cards in this deck will happen only very rarely.
This deck is a tough nut to get working, especially for our dumb AI. I will think about it some more.

Thats how I would change it, after reconsidering the x-cards. With the devils the AI should never be at loss for casting a spell (its their main purpose to regain the instans/sorceries, anyway).
The beacons are to secure the late-late game against counter decks...

I was a bit sceptical, but in testing it showed as slow but brutal when assembled (Cast Through Time + Charmbreaker Devils + Time Warp = no more turns for me).
I will add it as Sideshow Bob 3. Thanks Nordos.

No. It's realy easy to race with an aggressive deck, folds to land destruction and can be disrupted effectively with pinpoint disruption (Duress, Counterspell, Mortify,...).

I was even cosidering Level 2 (but without the Vintage goodies).

I actually considered it around 2, too, since it is a very specialized deck. Nonetheless, if some combinations are given, it is a dreadful deck, so maybe around level 3 is ok, too

Just wondering, Could some of the WotC Precon decks be made into easy decks? I think that they would be awesome easy opponents.

I think the intro decks from recent sets are too strong to be easy opponents.

Just a small idea regarding green card-drawing
I didn't look at all cards, so it may be that I haven't choosen the best cards for it.
It needs some time to set up, once the time has come, though, it can play more then 5 creatures per turn (Vernal Bloom + ~20 Lands. And card-drawing for each played creature)
IMO it would be around medium. But im positive that there is space for improvement :)

I had another idea - and tried to build a deck around it.
The idea was to soulbound/enchant Niv-Mizzet, the Firemind. Once it would be bounded/enchanted, it will create a loop and kill the enemy.

The deck looks a little unfocused. It tries to ramp mana with creatures and forests at the same time. It has cards that profit from the the former (Soul of the Harvest, Regal Force, ...) and some that profit from the latter (Traproot Kami, Vernal Bloom). Garruk's Packleader already has its own deck (Tom Bombadil). Sherlock Holmes covers forest mana ramp (even though i really want to split this deck into two opponents in the future).

So i think there is only one route to follow left:
Focus on Soul of the Harvest, Regal Force, Khalni Hydra and Primordial Sage by adding a lot of small mana producing creatures (Fyndhorn Elves, Llanowar Elves, Dryad Arbor, etc.).

EDIT: Maybe Concordant Crossroads would fit into this deck.

This deck looks nice already. Comments:
I don't like Psychosis Crawler, because the AI can't handle it very well (it could accidentely become 0/0 or a Curiosity could be wasted on it).
Sol Ring isn't really needed here (and the the AI would be better off with an off-color Mox).
I don't see great synergy with Tamiyo and Sword of Fire and Ice (which only triggers on combat damage).
Wall of Air could also end up paired with Tandem Lookout.

Alternatives could be Propaganda, burn and/or countermagic.
