[fixed/closed]EDH: casting commander without penalties

Occasionally, it happens that the AI casts its commander without paying the extra 2 manas for each time that the commander has been killed or exiled.
Also, it happens that the AI counters my commander with any counterspell (thing that I am never allowed to do) and always my commander is automatically sent to graveyard and is never given me the chance to exile it and sent it back to the commander zone.

Actually the commander can be cast w/o penalties even by myself, the player, and the AI too. Does any1 else experience this bug?

Yes, now that I better see the bug, it is not occasional at all but it is a constant.

Casting cost penalty for commanders works flawlessly as of Apr14 patch.
