Describe the Bug:
1) Doesn't keep track of what happens before it is cast. Ex. Use a loyalty ability of a planeswalker, cast The Chain Veil, and at eot you lose 2 life.

2) After you use The Chain Veil's activated ability at eot you lose 2 life regardless of if you used a loyalty ability.

Which card did behave improperly ?
The Chain Veil

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
Manalink 2014/12/20: Commanding 2014 Urzas,duel

What exactly should be the correct behavior/interaction ?
1) when you cast it shouldn't matter.

2) Whether you use the activated ability shouldn't affect the way the static ability works.

Are any other cards possibly affected by this bug ?

I confirm only the first bug the second didn't happen in your savegame.

Just debug mana and cast Koth and The Chain Veil into play. Then use both planeswalkers, activate The Chain Veil, and whether you use the planeswalkers or not (1 or both or none) you lose life.

Tested with Jace Beleren in a clean game (no debug mode) :

- If Planeswalker and The Chain Veil are in play during the whole turn and if the activate pw ability then The Chain Veil to activate again pw ability there is no life penalty as intended

- If only Planeswalker is in play at beginning of turn, you use pw ability then cast The Chain Veil, the latter will not recognize as you used pw ability this turn then will punish you if you then didn't use pw ability (happen on both player and AI side)

No idea what is happening, but if you load the save there are 4 planeswalkers and The Chain Veil in play. Activate all 4 planeswalkers and don't use The Chain Veil and at EOT you loose 2 life. Activate all 4 planeswalkers, then The Chain Veil and then all 4 planeswalkers again and you still loose 2 life. Could it have something to do with an effect ending at eot?

After testing a bit with your save, seems to be The Chain Veil starting punishing you if you reset and use again more than 2 planeswalkers, below this threshold it will work as intended and won't punish you
