This issue is tied to JuzamjediCube's settings.
For some reason that cube's settings are such that it is not singleton and packs are divided into 1 Mythic, 3 Rare, 5 Uncommon, etc (or similiar).
When I modified the cube setting to singleton, the total card list didn't include enough cards of the appropriate rarity to allow the draft to continue, so it crashed.
The solution was to modify the pack distribution to 16 any
tl;dr - If you have conflicting drafting/set restrictions, you're gonna have a bad time.
