Card Image Download Failure. " Error -- Connection Refused "

Xmage will not correctly download images or symbols, and i feel like i am about to pull my hair out trying to figure this out. i looked all over google for a fix, but there has only been 1 other post ( in this forum, mind you. ) and their issue was never resolved, either.
i would post step by step pictures of my issues, but this forum says that the post would look too "spammy" for a new user, and disallowed me to post any URL images in the post.
it will not even let me copy/paste the error messages, because i still get the " looks too spammy for a new user " crap.
firewall HAS been disabled - avast HAS been disabled
the same errors appear even when logged into the xmage server - tried running the game without the launcher, and the same issues persist, but without being able to monitor the same console.
Symbol's will not download either. which results in these messages showing up in the console, as shown below.

If i let the image download finish, it will say i am still missing the same amount of images - iv tried all 3 image download servers available - this IS a fresh download of Xmage.
please help.
