Having trouble getting my xmage launcher to download.

Every video and forum ive followed just clicks the launcher on xmage.de and it opens right up. on my cpu it asks me what i want to do with the file... when i try to open it asks me again. ive tried dropping firewalls and using different browsers. i even skyped with a friend who has it and several hours later we stll couldnt figure it out... i have windows 8 and have repeatedly downloaded java and the launcher... anyone have any insight please?

Probably there is no java installed on your system.

I have checked and do have the latest version of java. I have also uninstalled and reinstalled and it still won't work for me... Any other tips or ideas?
