The First Sliver not working correctly

When you make copies of "The First Sliver" through cards like "Spark Double" and "Helm of the Host", its supposed to give slivers multiple instances of cascade, but it doesnt, it always gives them just 1, rather than equal to the amount of "The First Sliver" you have
