I think it is Build Path -> Add External Archives.

And where is the archive? Googling gets me to miglayout.com, but they have a lot of different archives...

When I merged Snacko's UI revision into my local copy I think the miglayout-3.7.3.1-swing.jar was included as a new lib file. It should be in the /res/lib/ folder. I did not download this jar from elsewhere, it came along with the SVN merge.
I think that the classpath file includes this info for the SVN copy. I had to reset the path for my second workspace.

That did it... I don't usually update the entire res hierarchy, just the usual data files.
