Please install everything from the wiki and not the ISO thread.

In which step are you stuck in the DeckEditor wiki?

i open the deck editor click in decks to edit->custom then i go to include/exclude decks then click in refresh my2000 and select the decks i want, when i click the update my2000 he says how many cards it must add then gives me the run-time error
and it says i have ilegal cards, but i had't added any card to the game by myself

Unfortunately yes, there are several issue with Vista, try on winxp or 7.
Also for illegal cards, you need to recreate the deck having the faulty card with the DeckEditor (open the DeckEditor, load your deck in custom mode, remove the faulty card and add it again from the list, then save the deck).
I suggest also to try to include deck one by one to test if you have more crash, sometimes adding too much deck at once will cause problems.

Try to launch from MagicCustom.exe if you can't do it from the original Magic.exe, though I suspect you need administrator rights to do it ingame...
