Sarkhan the Mad help

Hello,

I'm playing Sarkhan the Mad. My deck is the one that wins by making him discard his library. But Sarkhan keeps putting cards back into his library and I don't know why. Is this a bug?

maybe it's a same idea of deck oath, and i found a artifact can remove 3 from library with 4+2cost in dlc1111
