I downloaded the jsmooth-0.9.9-7 archive and read the readme.txt file. It states:
I only have Mac OS X installed on my computer and I do not have easy access to a windows computer. So I am kinda stuck. It would be nice if we had launchers for all three OS' to include with the next beta release.
We can wait awhile to give someone a chance to try out this package and to test his results. There is no hurry.

A new forge launcher that has a 1G max heap size is here.
For future reference, the current forge launcher seems to have been built with Launch4J. There was a project for it in build/forge.xml, which I have updated with the max heap size parameter. Launch4J is cross-platform, so if there are any future updates it can be rebuilt on a non-Windows computer, too.

Thank you Fnoed. I will release a beta based on r6401.
I think that Rares (the original dev) built the launcher "forge.exe".
