Doubling Season and Planeswalkers

In a game I am playing, I have Doubling Season in play and then played Garruk, Primal Hunter. It came into play with six counters. However, when I activated the first ability, it only gained one additional counter. Should it have gained two instead?

Nope. ETB effects are doubled, but Costs are not effects.

One of my responsibilities on these forums seems to be exposing my lack of insight on how things work,
and allowing others to clearly demonstrate their knowledge of the way things really are.
