Describe the Bug:
Izzet Charm requires a creature to be in play in order to use its draw2/discard2 choice. It doesn't matter if the creature is untargetable, nor does it actually target the creature (for example if the only creature in play is a Phantasmal Dragon it survives). Otherwise it just says "Select target creature" and you have to hit cancel.
You can still counter a spell if there are no creatures.

Which card did behave improperly ?

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
Time Spiral

What exactly should be the correct behavior/interaction ?
You should be able to use Izzet Charm's draw2/discard2 ability even if there are no creatures

Are any other cards possibly affected by this bug ?
Possibly other charms.

confirmed, it just reject the mana into the mana pool if no creature is in any bf.

Confirmed, I suspect the counters are invisible and Utopia Mycon is based on Birds of Paradise and such, explaining the tap bug...
I didn't get the loop with Contagion Clasp though (by manually putting both -1/-1 and Special counter on it)

Rusted Slasher has the perfect sacrifice itself and regenerate combo and it survives.

Which card did behave improperly ?

Rusted Slasher can sacrifice itself to regenerate itself but it will still go to the graveyard.

Are any other cards possibly affected by this bug ?

Silence doesn't prevent opponent from casting spells.

Silence

What exactly should be the correct behavior/interaction ?
Silence prevents opponent from casting spells

Are any other cards possibly affected by this bug ?

The savegame is 1 turn late unfortunately,so cheat a Silence to your hand and cast it right away the result is the same.

Damn it, just when I wanted to test the newly modified base value AI T_T
Graouh, AI can cast perfectly it but it's your base value which I want to see, not mine ](*,)
For Liliana of the Veil the separation is a bit weird, in fact player can just target all AI permanent and it will be sacrified, there is no split.
